A transcript of Special Counsel Robert Mueller’s testimony to the U.S. House Judiciary Committee is located here.

Testimony highlights:
Nadler: “Under Department of Justice policy, the president could be prosecuted for obstruction of justice crimes after he leaves office, correct?”
Mueller: “True.”

Mueller: “Over the course of my career, I have seen a number of challenges to our democracy. The Russian government’s effort to interfere with our election is among the most serious.”

Mueller: ” Based on Justice Department policy and principles of fairness, we decided we would not make a determination as to whether the president committed a crime. That was our decision then and remains our decision today.”

Lieu: “The reason again that you did not indict Donald Trump is because of the OLC opinion stating that you cannot indict a sitting President, correct?”
Mueller: “That is correct.”
